Delhi's population is expected to swell from 17 to 28 million by the year 2030, creating huge pressure on the city's welfare system. Police officer Vikram Singh is stationed in the poor districts of Old Delhi. According to him, "they have no money. They sleep on the footpath here, and sometimes they expire". The middle classes are seeking a better future in new suburbs away from the city, exaggerating the stark imbalance. "Our growth rate is better than Europe..but those without education are languishing at the bottom of the ladder."
