"In recent months, these rebel soldiers have had a welcome break from war. Last August, a cease-fire was signed to help tackle the devastating famine in Sudan. It brought the World's longest running civil war to a halt - across an area where two million people faced terrible hunger".

Natsot: "Tech, tech!!".

00.26
"But Government forces are now accused of breaking that cease-fire - in the bloody quest for oil".

00.33
I/v Stephen Wondu, Southern Spokesman: "Right now we are in Pariang County, the oil fields of Sudan. This area was burned a few weeks ago by GoS forces who are trying to get the people out of the area - so they can control the land and exploit the oil in this region".

00.52
Pix: taster of burned villages etc: "In secret raids, whole villages have been burned, many left dead. Survivors claim these attacks are fuelled by a modern-day gold rush in Sudan .. They say the Government is pursuing a bloody campaign to clear people from the oil fields .. It's a ‘scorched earth policy' - and those who benefit most are foreign oil companies".

Baroness Cox, British MP & President of Christian Solidarity Worldwide: "One of the deepest causes for concern and coming  from the west, is that much of this money is actually coming from western oil companies and people in the west are directly or indirectly helping to provide the resources for the slaughter of these innocent civilians and for the kind of ravage and destruction we witnessed yesterday.

01.39
"Fighting in the oil fields has now become so bad that aid workers warn 150,000 may face starvation. But there's increasingly little they can do to help".

01.50
I/v Tim Waites, Oxfam Aid Worker: "We don't know who is a risk .. whether they're in a village that gets attacked, whether they're in a village that's safe.. If our workers go in, they'll be in danger of their lives; if there is fighting
going on, we can't take those risks ..".
Fade-to-black / fade-up

02.11
Flight into Sudan: "But some aid workers are still flying into this region. We join them on an illegal flight - which risks being shot down by the Government. We touch down at Gumriak air-strip. It's just 30 kilometres from Bentiu - the heart of the oil fields. We are allowed just two hours on the
ground here - its too dangerous to stay longer".

02.35 -
Aid delivery: "They bring a precious consignment of medical aid - for the thousands in need here .. They're found nearby in the bush; their only shelter - tents made of old UN aid sacks .. There's little food - it's all been burned in the raids .. The survivors say oil companies bear heavy responsibility".

02:44 - S Wondu - SPLA Woordvoerder/Translator

02.55
Oil history / aid delivery: "There's an estimated 45 billion dollars worth of oil beneath South Sudan. US company Chevron first found oil here in the 80s  but was forced to withdraw when its workers were killed in fighting. Now, a group of North American, European and Asian companies are searching for oil
across 12,000,000 acres of land. Oil maps show where German and British companies have helped push a pipeline 1500 km North to the sea. The Government now plans to start exporting oil by October this year". [RECUT]

03.34
PoV follows SPLA soldier: "But the rebels of the South say the oil is being stolen from their lands. We're taken to see the evidence of what they claim Government forces are doing to ensure that theft can continue .. Just days ago, the attackers came here to Jam-Jam village".

03.50
Upsot: "30 people killed; 38 women and children were abducted; How many homes destroyed? Over 6,000 homes were burned, and 16 churches .. Including the food and everything was burned. People are now just living in the bush ..".

04.17
MM at burned house: "Michael Mayiel's house is now just a pile of ashes. He describes the attack that took place".

04.23
I/v MM: "The enemy came and burned all this area so all the people had to flee; last year there was hunger, we came here where there is an airstrip and food aid - but the enemy came to capture people and abduct them".

04.39
PoV with MM to hopital ruin: "He takes us to the hospital where he worked as a medic; its now a burned, blackened ruin .. Three hospitals, 16 churches, schools and 6,000 homes were burned - in attacks lasting ten days".

04.55
PoV into burned church: "Further on, the scorched remains of one of those Churches ... Local Commissioner Stephen Mabok explains the full extent of the raids".

05.04
I/v SM: "When the enemy came, it attacked first by air - by Antonovs and gunships. Then the enemy came on the ground, and attacked the villages, burning them and seizing women and children .. // .. The Government forces that came was estimated to be 700 men, with tanks and heavy artillery, from
Fariang Town; from Liri the enemy came with 500 men, with tanks artillery and vehicles ..".

05:15 - J Buckee - Talisman Energy

          - S Wondu - Woordvoerder/Translator

05.48
Women in bush: "Survivors living in the bush face starvation as a direct result of this attack".

05.55
I/v women: "They killed one of my family - my sister .. We need food, clothes - just basic things to survive..".

06.06
"They say the motive behind the attack is oil".

06.09
I/v SM: "To exploit the oil without fear of the SPLA attacks - to clear the
area and remove people to the towns".

06.26

Mix to T'man HQ: "Canadian company Talisman Energy are a key player in the oil fields of Sudan - along with Sweden's Lundin Oil and Austria's OMV. They also have major interests in the North Sea .. They're Canada's largest independent oil company -with a value of 5 billion dollars. Off the Scottish
coast - they work with major UK companies like British Gas. In a live video link-up from their Aberdeen HQ, we spoke to Talisman Chief Executive Officer Jim Buckee in Canada. He believes oil is beneficial for Sudan".

07.04 - D Bennet - Oil Industry Analyst
I/v: "Everybody would like to see peace and prosperity in Sudan and I believe development produces peace and prosperity .. // .. Its extremely complicated .. We have to hope in the long run that the wealth generated by the oil fields will benefit the people long term".

07.38
US statics: "But others in North America don't agree. Congressman Donald Payne is the head of the powerful Black Caucus in the US. He's pushing for sanctions to stop all oil exploitation in Sudan".

07.53
I/v: Payne: "They kill innocent children, they go into villages and just randomly kill anyone that they find there .. When there is a pariah Government, that kills its own people, that allows its children to die of
starvation, that allows its women to have unheard of hardship then its time the World should act".

08.23
Talisman signs/JB: "But Buckee denies there's oppression in the oil fields. He says very few if any people actually live there".

08.32
I/v Buckee: "First of all you have to see the area - it floods for half the year, north of bentiu where you were - there's nothing there. At Heglig the Cnetral processing facility .. At Untiy - in any direction as far as you can see, there is nothing. There are thorn trees and so on - but there are no villages".

08:44 - L Davies - World Food Programme

09.07
PoV through burned village: "Our pictures appear to show otherwise, as do eye witness testimonies from those who live here".
[HOPSITAL]

09.16
I/v SM: "Commissioner Mabok lists the names of villages attacked in the oil fields - and the numbers of people killed in each".[upsot] "Alog village first, and killed 11 people .. And killed over 11 persons".

09.27
I/v Wondu: "The main incentive of the Government in this area is really that they want the land so they can do their oil exploration freely, without the interference of the local people - who want to resist the exploitation of their resources .. // .. Right now this was a church compound, the food
stores and accomodation and schools were burned down".

09.49
GoS military at Beja: "Despite such reports of Government abuses - Buckee admits that they do rely on the Sudanese military for thire security".

09.59
I/v Buckee: "We rely on the security forces of the Government of Sudan for our security. To date, we've had no serious security incidents in our operational area. The Government has the wherewithall to defend - provide security I should say - for the operations around the pipeline".

10.27
"If there are abuses, he disputes whether the Government is involved. It's clearly a cosy relationship; as the Government admits - oil revenues will be used to produce arms".
[NICE TO SUPER OVER PIX]

10.43
Set-up DB: "Oil analyst Dennis Bennet has studied this Sudan's industry closely".

10.49
I/v DB: "Who do you believe? Do you believe the words of the underpaid, overworked on the ground humanitarian aid workers - who are saying there's killing going on - who're showing the video tape evidence of the killing and genocide?".

11.07
"Or do you believe what the Government of Sudan is saying - that the oil will be used for the benefit of the Southern peoples .. Or if you look at what it's actually being used for - as collateral against loans to
purchase heavy weapons systems from China, Malaysia or Russia - including heavy weapons such as bombers and gunships?".

11.33
Villager MM at bomb shelter: "And it's just such weapons that were used in the attacks. We're shown where villagers hid from raids by Antanov planes and helicopter gunships".

11.44
I/v MM: "When the Antonovs came to bomb, I put my children in here, under-ground -to be safe when the bombs were dropped. We closed the roof and put sand over it ".

12.08
Travel to bomb crater: "The victims of the air raids were innocent civilians; we're shown the craters and the shrapnel left by the bombing".

12.17
I/v boy at crater: "Five children died here - and two women, killed by the bombs".

12.32
Set-up soldiers: "Just days before these raids, Sudanese commander Stephen Thong defected from the Government. He came with all 200 men in his unit. They're still wearing their Sudanese army uniforms. He says he came to help defend civilians here - from Government attacks designed to seize the oil
fields".

12.54
I/v Thong: "Now, when we see the Government forces coming here to exploit the oil, we came to help top the oil operations // No-one will allow a stranger to steal his possessions - you would not allow it - and that's the reason I resist the oil exploitation".

13.45
PoV along bullets on ground: "He points out the spent machine gun cartridges - where Government soldiers opened fire on civilians".

13.52
Images of bullets to be filmed "We have had them examined by top arms experts in the UK. They are Chinese made - for use with the Russian PK "Dragunov" machine gun. We then took them to a Colonel from the Sudanese military; he now lives in exile and wanted to remain anonymous. He used the Dragunov machine gun when he was in the army - and would be 90% certain they were fired by Government troops".

14.21
I/v: "They are not going to show you the genocide .. // .. [in BEG]they're not going to say that they're bombing hospitals .. // .. We found out after the war that there were gas chambers and ovens in Nazi Germany and I'm afraid we're going to find out too late that American money and British and Canadian investor money is being used to finance genocide in Sudan".

14.51
Wych Farm: "Certainly, Talisman's operations in the West are exemplary .. The company has a stake in the Wych Farm oil field, operated by BP .. It's an award-winning social and environmental oil project. Talisman's Buckee says their facilities in Sudan are run to equally high standards. But sadly, security measures in Sudan appear a little different to those employed here in the UK".

15.21
UN WFP base: "The Sudan Government has now slapped a ban on all flights into the region - critics say to stop the killings in the oil fields being exposed. The UN fears a resulting humanitarian catastrophe - to rival last years famine".

15.36
I/v WFP: "We're looking at an extremely alarming and fragile situation at the moment .. For months now, tens of thousands of people have been the victim of war and now with the flight ban being imposed aid agencies can't get in there and feed the people - it's the last straw in a terribly desperate
situation".

16.00
Crossing river: "We cross swollen rivers on the route back to the airstrip. The rains have now begun in earnest here. The UN's worst fear is that thousands have fled into the huge Sudanese swamps for safety. It's a massive disaster in the making".

16.17
I/v WFP: "Many thousands of people have gone to hide in the swamps - and that really is very alarming indeed; it's the rainy season, if people go to hide in the swamps there are no medical facilities - they're at very high risk".

16.34
SPLA rebels: "The rebel Sudan People's Liberation Army claim the oil companies have blood on their hands. The rebels have repeatedly warned them to pull out of Sudan. They say the oil companies rely on Government forces for to secure the oil fields - regardless of the methods used".
[MIX TO GARANG]

16.53
I/v Garang: "The attacks on civilian populations are part of the GoS plan - they are part of Jihad - this is allowed in their strategy. Their forces consist of regular forces, of Mujahadeen, of Murahaleen - and they target civilian populations in Ruweng County, where the oil is - so they can depopulate the area".

17.27
Payoff - swamps: "Western companies may see money flowing from the oil fields of Sudan. But the thousands of civilians who've fled into the swamps wouldn't agree. The question the World community should ask now is what price the people here will be forced to pay for oil".
