-          00:00:29:02 People were angry. People could not take it anymore.

-          00:00:34:21 We went out with [machetes], spades.

-          00:00:39:21 Every weapon that's there, we were carrying weapons.

-          00:00:43:21 We went out to hunt these boys.

-          00:00:47:21 Because we know them who are terrorising our community.

00:58:00

SCENE 2, NIGHT:

ON SCREEN TEXT:

Amid spiralling crime in a South African township called Galeshewe

Led by Pantsi Obusitse, local residents have formed a vigilante crime fighting group called…

Operation Wanya Tsotsi

The scene opens with the rosary swinging in Pantsi’s car. He’s driving driving around on evening patrols. He talks a bit about Galeshewe, what Operation Wanya Tsotsi is confronting, begins to map the area.

CONTRIBUTOR/NAME STRAP: Pantsi Obusitse Chairperson - Operation Wanya Tsotsi

ON SCREEN TEXT:

Despite the dawn of democracy in South Africa in 1994, the socioeconomic legacy of apartheid spatial planning still stands.

About half of the country’s majority black population still lives in marginalised townships like Galeshewe.

Pantsi gets out of the car as guy is being searched, and is found to be in possession of a knife. Pantsi interrogates the guy with the knife, then he made to lie down to be “blessed” (hit with a whip). Then they tell him to go home, everyone walks back to cars and the scene ends with the blessee walking away.

-          00:01:16:24 This side is an old town in Kimberley.

-          00:01:19:03 Galeshewe itself started from this side.

-          00:01:23:03 So from this side is where you're going to get most of the activities.

-          00:01:28:08 People are being robbed in this particular side.

-          00:01:35:24 Most of these people this side aren't employed

-          00:01:39:02 and most of the drugs you'll find on this particular side.

-          00:02:03:24 We've seen recently that lots of boys have been released from jail.

-          00:02:10:00 They don't get jobs because of their criminal records

-          00:02:14:01 and there's nothing that they can do.

-          00:02:17:05 That's what they're thinking, there's nothing they can do in order to enhance their lives.
00:02:21:19 So they go back to rob people, they go back to crime

-          00:02:25:17 and again we have to apprehend them and send them again back to jail.

-          00:02:29:12 So our government, the police and the correctional services

-          00:02:35:17 they need to help us in this regard

-          00:02:38:05 because we can't forever do the same thing time and time again.

-          00:02:49:14 Hold the knife right up.

-          00:02:52:21 Why are you carrying knife?

-          00:02:54:21 - Why didn’t you throw it away? - I was just going home.

-          00:02:58:11 Are you taking it home?

-          00:02:59:11 What is this?

-          00:03:01:11 Don't walk around with a knife.

-          00:03:08:13 Motherf****r, go home.

-          00:03:10:07 - Walk. - Go home.

03:16:15

SCENE 3, DAY:

Drone shot of Galeshewe at dawn, then we see Pantsi  walking out of his house to his car to go to work. In the car, with occasional b-roll shots of Galeshewe passing by the car window, Pantsi talks about his work and what his colleagues think of Operation Wanya Tsotsi. We then see Pantsi arriving at his office, greeting colleagues.

-          00:03:22:18 Now we're going to my work place

-          00:03:26:02 at the Department of Education.

-          00:03:30:01 I'm employed as a labour relations officer.

-          00:03:34:21 I'm in charge of the discipline

-          00:03:39:03 and making sure that there's labour peace.

-          00:03:44:02 At work they're fully aware of Operation Wanya Tsotsi

-          00:03:49:04 because the media reports about Operation Wanya Tsotsi

-          00:03:55:15 and the achievements

-          00:03:57:24 and the dissatisfactions, the differences between myself and the police.

-          00:04:03:17 So they're fully aware.

-          00:04:11:06 How're you? Excellent.

-          00:04:15:13 Nabs? Hi.

-          00:04:18:19 Hey Diri, now look here…

-          00:04:22:08 Our quality of education has deteriorated

-          00:04:26:03 because educators don't have control over the [students].

-          00:04:30:06 [Students] are now starting to assault educators.

-          00:04:33:13 So constantly you're faced with situations that are imbalanced.

-          00:04:40:12 But I'm of the view

-          00:04:43:06 that the only time when human beings change their behaviour

-          00:04:48:11 is if there's a threat of pain.

-          00:04:50:22 That is the only time.

04:54:10

SCENE 4, DUSK:

After a dusk shot of the outside of Pantsi’s home, we  then see him in his room putting on his Wanya Tsotsi overalls in preparation for the nights patrols.

Then, sitting on the sofa in the lounge, his brother and sister talk about the work that he is doing for the community.

Pantsi then comes into the room and his siblings comment and poke fun at him, before they all pose for a picture together.

Pantsi then sits on the sofa looking anxious ahead of evening patrols.

05:56:20

SCENE 6, NIGHT:

Pantsi and a couple of his team members joke about not having enough money to make phone calls in Pantsi’s car as they go about patrols, then Pantsi speaks briefly about the financial sacrifices that come with his commitment to Operation Wanya Tsotsi.

Then, some of the group’s members arrive at a corner store and ask to search a few young men standing outside. They are found to be in possession of knives, which leads to a discussion/argument about walking around in the community with knives, which results in the “offenders” being forced to pose for photos.

ON SCREEN TEXT: Operation Wanya Tsotsi posts all the photos they take on their Facebook page, which has more than 13,000 followers.

The team get back into the car and drive on as one of the above “offenders” complains that he wasn’t guilty of anything.

-          00:06:07:20 - Pantsi for life! - Thank you!

-          00:06:11:12 What’s funny dude?

-          00:06:13:00 Because you want me to call, knowing I have no airtime, you're making fun of me.

-          00:06:18:10 No. We also buy airtime and spend it all on Wanya Tsotsi activities.

-          00:06:22:11 You see the sad part of this is that you must also use your airtime

-          00:06:26:06 you must use your petrol, your vehicle.

-          00:06:28:17 Everything you must sacrifice just to save our community.

-          00:06:40:09 Hey, hey.

-          00:06:43:00 My man, how are you? Can I please search you?

-          00:06:50:17 Do you have a knife, man?

-          00:06:54:06 Please come take a picture?

-          00:07:10:20 My man, just look at the phone so we can get the photo and leave.

-          00:07:16:05 Who said I will stab someone with a knife?

-          00:07:18:09 Nobody said you would stab someone.

-          00:07:19:24 I don’t walk around stabbing people, it's just a tool.

-          00:07:22:22 We are in an operation. You know what we're doing.

-          00:07:25:13 These things are not...

-          00:07:26:23 But they are knives, brother. Knives. We don’t want knives.

-          00:07:32:16 When we do our patrol tomorrow, if we find you with knives, we will beat you.

-          00:07:38:10 I was never guilty. You have it on you, if you use it, you are guilty.

07:48:12

SCENE 7, DAY:

It’s the next day. Bridger Peters, co-founder of Operation Wanya Tsotsi, and another team member are sorting and counting knives, other weapons and contraband.

ON SCREEN TEXT: Operation Wanya Tsotsi is preparing to hand over to police all weapons and drugs collected over the past two weeks.

Meanwhile, Pantsi in VO talks about how Wanya Tsotsi is lacking resources and struggling to meet the growing demand for their help. This helps to set the stakes for the group’s expansion later in the film, and the sequence that will immediately follow.

-          00:07:57:18 especially risking your life.

-          00:08:00:10 So in these three years and the weapons that we've confiscated

-          00:08:04:07 we've achieved a lot and I think we've done enough.

-          00:08:08:06 It'd be very difficult to continue for another three years

-          00:08:12:24 because we don't have the funds.

-          00:08:15:15 Seventy-nine knives.

-          00:08:24:01 Weed…

The suspect is hit, tazered, led through the streets, then forced to the ground where he has water thrown over him and is administered a strong “blessing”.

Meanwhile, in VO, Pantsi talks about the meaning and method behind the “blessing”.

-          00:09:19:15 We need an ambulance urgently.

-          00:09:22:21 How long will you take? We're waiting here.

-          00:09:30:20 Sir, you say you got the call at 7 o'clock, it's now close to 9 o'clock.

-          00:09:36:02 Perhaps because of the description of the injuries they don't think it's important

-          00:09:41:10 which is a problem.

-          00:09:43:01 I think the best thing is we'll have to carry you.

-          00:12:27:05 They damage the youth, you see.

-          00:12:29:05 How can you hit a small boy for stealing something?

-          00:12:33:14 Why don't you take him to the police?

-          00:16:43:11 So we don't want to be better than the police

-          00:16:46:01 because we're not the police, we don't want to be compared to the police.

-          00:16:49:20 All we want is a relationship where all of us will work together

-          00:16:58:03 towards the fight against crime.

SCENE 15, DAY:

ON SCREEN TEXT:

With Operation Wanya Tsotsi’s resources spread thin, an informal settlement on the edge of Galeshewe has experienced a spike in violent crime.

After general b-roll shots of daily life in Galeshewe, we’re in the car with Pantsi on the way to Homevale, the community mentioned in the text above. He takes a call en route from a desperate community member.

We get to Homevale and Pantsi seems tense. He talks about gangs. Pauses in silence. Then gets out to address his colleagues.

-          00:17:17:21 Yes it's Pantsi, madam.

-          00:17:22:02 Madam there's a meeting near the shacks.

-          00:17:26:19 Now. I'm on my way there now.

-          00:17:29:22 Yes I am.

-          00:17:38:11 I'm only worried about when youngsters start fighting each other
00:17:44:17 it's where gangs start developing

-          00:17:48:21 and we can't afford to have other gangs.

-          00:17:52:11 We've tried to resolve the gang stories.

-          00:17:54:24 So we can't afford to have gangs anymore.

SCENE 15, DAY INTO NIGHT:

Pantsi walks up to the assembled group. He addresses them and asks what the problems are. They’re angry and frustrated. Feeling abandoned by the police, they are desperately seeking assistance from Wanya Tsotsi. Then the meeting breaks and the group, led by Pantsi, immediately goes to root out some of the troublemakers in the settlement. They find and “bless” a group of very young boys. Scene ends as young boys are led away to the cars and Pantsi talks about overstepping the mark

-          00:18:13:10 How are you?

-          00:18:17:03 - You called a meeting, right? - Yes.

-          00:18:23:04 People, we received the complaint to investigate what the problems are here.

-          00:18:29:10 You are the community, you must say what the problems are.

-          00:18:33:22 And if you have a solution, tell us what you think should happen.

-          00:18:37:22 We must remember it's for our children.

-          00:18:40:19 We'll start here.

-          00:18:42:05 The corner shop is so packed and our children get robbed.

-          00:18:46:02 The drugs also come out of that space.

-          00:18:48:14 This is what happens at those corner shops.

-          00:18:50:17 The police are called but do nothing.

-          00:18:53:13 The danger is walking around outside, the danger for our children.

-          00:18:57:08 You raise your child correctly in the house but the devil gets him outside.

-          00:19:01:14 Pantsi, you are not liked for standing up.

-          00:19:05:01 If the police don't want to work with us then we will work with you my friend Pantsi.

-          00:19:09:19 That's how I feel. Thank you Pantsi.

-          00:19:12:17 Remember, to protect yourself is a natural right.

-          00:19:16:10 It's not a right that you have to vote for.

-          00:19:18:21 This meeting, I saw in the paper you asked the police to be here.

-          00:19:23:06 You asked Wanya Tsotsi to be here. The councillor should be here.

-          00:19:26:18 Here's Wanya Tsotsi. Here's the councillor. The police are not here.

-          00:19:36:19 You smoke with them.

-          00:19:38:14 Tell your guys they are not welcome here.

-          00:19:42:17 When we come again we won't come to talk.

-          00:19:46:09 - Cheers man. - OK let's go that side.

-          00:19:55:03 Don't run away.

-          00:19:56:08 Turn around.

-          00:19:58:01 Against the wall.

-          00:19:59:06 I stand for a society that we must build. A society that'd have a future.

-          00:20:04:18 But I've never been perfect.

-          00:20:06:12 Where's the bag?

-          00:20:08:06 Don't talk about the money, where's the bag?

-          00:20:11:01 I honestly never took the bag.

-          00:20:13:18 Do you smoke marijuana?

-          00:20:22:08 There comes a time when all of us cross that line.

-          00:20:26:09 I realise that no human being should be treated like that.

-          00:20:30:20 When you've got a conscience like myself it is something that eats you as a person.

-          00:20:37:04 But it's something that needs to be done.

20:44:00

SCENE 16, DAY:

After a bit of Galeshewe daytime b-roll, we cut back to Pantsi in the car again here on the way to pick up his daughter. After picking her up, we are given a sense of what is at stake for him personally, and what he stands to lose (and has already lost) through his commitment to Wanya Tsotsi. He has a heartfelt interaction with his son about buying a goat, and as he drives off, with his son waving to the car, he speaks about the dissolution of his marriage.

-          00:20:47:17 We're going to pick up Tshepang. That's my daughter, my first born.

-          00:20:52:17 I think, not I think, I believe that I've done a good job with regard to my daughter

-          00:21:02:07 because she's one person who has never disappointed me.

-          00:21:10:14 Your child's been chosen to play a hockey match on Tuesday 15 May.

-          00:21:17:05 Tshepang is that your brother?

-          00:21:23:09 What happened? Didn't he go to school?

-          00:21:30:12 - Hi, are you sick? - No I'm not sick.

-          00:21:34:08 Now why did you come early?

-          00:21:35:18 - You must give this to your sister. - You must buy me a goat now.

-          00:21:40:00 Yeah, I'll buy you a goat but I'll see you later.

-          00:21:42:22 Cheers dog get inside now.

-          00:21:45:23 Get inside now man.

-          00:21:48:02 Those are my offspring.

-          00:21:50:22 Male or female, husband or wife

-          00:21:52:18 there's no person who'd want to be in a relationship

-          00:21:55:21 with an absent person

-          00:21:57:24 and I was forever not at home.

-          00:22:00:20 So in the marriage itself you grow apart

-          00:22:03:19 because of the gap the distance between the two of you.

-          00:22:08:22 Me and the mother we always have the best interest of these kids at heart.

-          00:22:15:23 As long as I'm in the situation I'm in it's better that I don't risk their lives.

SCENE 17, NIGHT:

-          00:22:47:16 Hello boy. You're a lamb.

-          00:22:51:01 Look what's in here.

-          00:22:55:03 I found a knife when searching him.

23:02:00

SCENE 18, DAY:

Scene opens at the main taxi rank in downtown Kimberley, with footage giving a sense of the hustle and bustle of daily life. Then we see Pantsi on his phone, greeting people at the taxi rank.

He meets up with members who he then walks through the city with, passing the police on the way, and carrying out stop and searches.

Whilst all of this is happening:

ON SCREEN TEXT: Meanwhile, the group has also been been granted a lucrative security contract by the public transport association in Kimberley city centre.

Pantsi, in VO, talks about the benefits of this new deal both for Operation Wanya Tsotsi and the town of Kimberley in general.

-          00:23:17:20 - Leadership! - Freedom, comrade!

-          00:23:21:10 Hey Pantsi!

-          00:23:23:20 Hey there. Hello gents, thanks.

-          00:23:29:23 We made a deal with the taxi industry.

-          00:23:32:13 They're going to give us a certain amount of money

-          00:23:35:20 if we help them to marshall their taxis.

-          00:23:39:20 - Hello Pantsi! - Hello!

-          00:23:42:15 What motivated us to agree to that

-          00:23:46:14 is when we realised that every time there's a robbery in town

-          00:23:51:22 thugs run to the taxi rank because they want a quick exit out of town.

-          00:23:56:12 So since our arrangement we've confiscated too many knives.

-          00:24:02:05 Turn around. Do you have a knife man?

-          00:24:04:23 - No. - You say no, what's this?

-          00:24:07:10 Don't worry you're a celebrity man.
00:24:10:03 At least now we see that there's a bit of order in town

-          00:24:14:18 and people have confidence

-          00:24:16:12 so it helps a lot.

-          00:24:49:16 my family and my kids are suffering.

-          00:24:53:04 But you don't give up

-          00:24:55:05 because you've got that fire burning inside of you

-          00:24:58:05 that you cannot just leave the people to end up being victims of crime

-          00:25:04:12 when there's something that you can do about it.
