3.		COMM Morocco is one of the world’s top tourist destinations. المغرب واحدٌ من أهمِّ الوُجْهاتِ السياحيةِ في العالم. Millions of people a year come here for its rich culture, sunshine, and natural beauty. يأتي الملايينُ إلى هنا كلَ عام، منجذبينَ لثقافتِها الغنية والشمسِ وجمالِ الطبيعة. Chefchaouen, high in the northern mountains of Morocco, is known as the blue city. تُعرف شفشاون في أعالي جبالِ شمالِ المغرب بالمدينة الزرقاء. And there’s tourism of another sort. Because here, cannabis is smoked openly. وتوجدُ سياحةٌ من نوعٍ آخرَ لأنَّ تدخينَ القُنَّبِ يجري هنا في العلن. Smoker pilgrims come to try what they say is the world’s best dope - direct from source. ويأتي مدخنوه ليجربوا ما يَصفونَهُ بأفضلِ مخدرٍ في العالم، ومن المصدر مباشرةً. Yet in Morocco, like most countries in the world, cannabis is illegal. هذا رَغم أن تدخينَه محظورٌ في المغرب، كمعظمِ دولِ العالم. So how come it’s grown, sold and smoked so freely? إذاً، كيف تَتِمُ زراعتُه وبيعُه وتدخينُه بحرية هنا؟ I’ve come here to get at the root of these contradictions. جئت إلى هنا لأتحرى جذورَ هذه التناقضات.
4.		COMM Chefchaouen sits at the edge of Morocco’s cannabis heartland – the Rif region. تقع شفشاون على حافةِ موطنِ القُنَّب المغربي، منطقةِ الريف. It’s where the word Reefer comes from. Mohamed Aabbout is a local journalist and human rights activist. He knows this area well. محمد أعبوت صحفيٌ محلي وناشطٌ في حقوق الإنسان، ويعرف المنطقةَ جيداً.
5.		MOHAMED Everything is in the open كُلَّ شَيْءٍ عَلَى الْعَلِنِ You can see fields on GPS maps. يُمْكِنُكَ رُؤْيَةُ الْحُقُولِ عَلَى خَرَائِطِ الْأَقْمَارِ الصِّنَاعِيَّةِ، الْجِي بِي إِسْ Nothing is hidden لَا شَيْءٌ فِي الْخَفَاءِ
6.		COMM The crop is growing in full view, right beside the road. يُزرع الحشيش علناً، بجانبِ الطريقِ تماماً. But not all of it is native to Morocco. These days, some of the seeds are imported. ولكن ليس كلُه مغربياً أصلياً، ففي هذه الأيام، بعضُ البذورِ مستوردة.
7.		MOHAMED These are grown from ‘Krikital’ seeds إِنَّهَا مَزْرُوعَةٌ مِنْ بُذورِ الكركتال Also known as ‘Amnesia’ تُدْعَى أَيْضًا أَمَنْسِيًّا It’s a small patch of land. It probably yields 100kg at most. إِنَّهَا قَطْعَةُ صَغِيرَةُ مِنَ الْأرْضِ وَتُنْتِجُ حَوَالِيُّ 100 كِيلُوجرَامٍ عَلَى الْأَكْثَرِ 100kg of cannabis presses into 2kg of hashish. 100 كِيلُوجرَامٍ مِنَ الْقُنَّبِ تُنْتِجُ 2 كِيلُوجرَامً مِنَ الْحَشِيشِ
8.		COMM Hashish, or hash, is the concentrated resin of the cannabis plant, pressed into a block. الحشيش هو المادةُ الصَمغيةْ المركزةْ من نبتةِ القُنَّب، يتم ضغطُها في كتلة.
9.		MOHAMED The cannabis planted up here is only for tourists الْقُنَّبَ الْمَزْرُوعَ هُنَا لِلسُّيَّاحِ فَقَطْ These are just small plots dotted around. هَذِهِ مُجَرَّدُ قَطْعِ زِرَاعِيَّةِ صَغِيرَةِ مُنْتَشِرَةِ فِي الْمِنْطَقَةِ
10.		The mountain farmers have cultivated this plant, they call it keef, for over a century. On poor soil, land not fit for much else. منذ أكثر من قرن والفلاحون هنا يزرعون هذه النبتة التي يسمونها الكيف، في تربة فقيرة لا تصلح لشيء آخر.
11.		MOHAMED In other areas there are huge fields. They can export their harvest فِي أَمَاكِنِ أُخْرَى هُنَاكَ حُقُولِ كَبِيرَةِ يُذْهِبُ انتاجها لِلتَّصْدِيرِ

COMM Now, illegal investors from Europe are supplying lowland farmers with seeds that have been genetically modified to improve yield – and potency. الآن بدأ مستثمرون أوروبيون غيرُ قانونيين بتزويد فلاحي الأراضي المنخفضة ببذورٍ معدةٍ وراثياً لتحسين المحصول وزيادةِ قوته. Morocco is the world’s number one exporter of hashish. Every year hundreds of tonnes make their way to Europe. المغرب هو المصدِّرُ الأول للحشيش في العالم. وتجد مئاتُ الأطنانِ منه طريقَها إلى أوروبا سنوياً.
13.		MOHAMED Europe imports, it’s sold there, even the Moroccans involved are mainly Europeans citizens. Who genetically modifies the seeds? The Europeans. Who is selling the seeds to the farmers? The Europeans. أُورُوبّا تَسْتَوْرِد الحَشِيش وَيُباع هُناكَ، حَتَّى المَغارِبَة المُشارِكِيْنَ يُحَمِّلُونَ الجِنْسِيّات الأُورُوبِّيَّة. مِن يُعَدِّل جِينات البُذُور؟ الأُورُوبِّيُّونَ . مِن يَبِيع البُذُور لِلمُزارِعَيْنِ ؟ الأُورُوبِّيُّونَ
14.	FROM RIF TO TANGIER	COMM Cannabis may be illegal in Morocco, but all over the Rif I see people growing it. It’s hard to believe the authorities don’t know this. Yet the Moroccan government spends millions, trying to stop hashish leaving the country. This is just the first of many contradictions I come across on the hash trail. صحيح أن القُنَّب ممنوعٌ في المغرب ولكني أراهم يزرعونه في كافةِ أنحاءِ الريف، ويصعُب التصديقُ أن السلطاتِ لا تعلم بذلك. لكن الحكومةَ المغربيةَ تُنفق الملايين على مكافحةِ تهريبِ الحشيش، وهذه أولى التناقضاتِ الكثيرةِ التي وجدتُها على طريقِ تعقّب الحشيش The port of Tangier is one of the busiest in Africa. ميناء طنجة هو أحدُ أكثرِ موانئ أفريقيا ازدحاماً. Millions of tons of legitimate cargo are exported, so it’s not hard to conceal hash. وتُصدر منه ملايينُ الشحناتِ من البضائعِ المشروعة، ولذا لا يصعُب إخفاءُ الحشيشِ فيها.
15.	IN TANGIER PORT	EMIR I’m at Tangier port with the Moroccan police and they are going to show us how they look Hash and other kinds of contraband أنا الآن في ميناء طنجة مع الشرطة المغربية وسيبينون لنا كيف يبحثون عن الحشيش وغيره من المواد الممنوعة.
16.		COMM The port authorities say they’re coming down hard on smuggling. تقول سلطاتُ الميناء إنها تضيِّق الخِناق على المهربين. They tell me they scan and search the cars of seven million people who pass through here each year. أخبروني أنهم يمسحون ويفتشون سياراتِ سبعةِ ملايينَ شخصٍ يمرون من هنا سنوياً. And that every one of the 700,000 trucks that crosses, goes through this factory-sized scanner. وكلُ واحدةٍ من الشاحناتِ السبعِمئة ألف التي تعبر، تمر من جهازِ المسحِ العملاقِ هذا.
17.		COMM Brigadier-General Nourreddine Terfai, head of the port’s police, leads my tour. العميد نور الدين الطرفاي، قائدُ شرطةِ الميناء، يأخذني في جولةٍ فيه.
18.	عميد الشرطة نور الدين الطرفاي رئيس فرقة شرطة الحدود بميناء طنجة المتوسط	NURADIN Trucks which raise concern in the scanner are brought to this inspection facility الشاحِنات المَشْبُوهَة المُكْتَشِفَة مِن خِلالَ جِهاز المَسْح تُنَقِّل إِلَى مُنْشِئَة التَفْتِيش هٰذِهِ.
19.		COMM In 2017, Moroccan police reported seizing 117 tonnes of cannabis resin. في عامِ ألفَيْنِ وسبْعَةَ عَشَر ذَكَرَتِ الشُرْطَةُ المغربيَّةُ أنها صادرت مئةً وسبعةَ عشرَ طُناً من راتنج القُنَّب. They tell me they’re winning the war against the traffickers. وأخبروني أنهم ينتصرون في الحربِ على المهربين.
20.		EMIR What was your biggest recent drugs bust? ماذا كانَت أُكْبَر ضبطيات المُخَدِّرات مُؤَخَّراً؟ NURADIN We’ve intercepted consignments of all sizes, we had one recently of six tonnes. Earlier this year we found a stash of 13 tonnes لَقَدّ ٱِعْتَرَضَنا شَحَنات مِن كُلّ الأَحْجام، مِنها شَحْنَة تُبَلِّغ سِتَّة طُنّ مُؤَخَّراً. فِيَّ أُوَل العام وَجَدنا شَحْنَة تَزْن 13 طُنّ . Yes, 13 tonnes all hashish نَعَم، 13 طُنّ كُلْها حَشِيش. The rest of the stash was seized in Tangier city, making the total 28 tonnes بَقِيَّة كَمِّيَّة الحَشِيش قَبْض عَلَيها فِيَّ مُدِينَة طَنْجَة بِإِجْمالِيّ 28 طُنّ . These lorries can carry big loads هٰذِهِ الشاحِنات تَحَمُّل أوزان كَبِيرَة.
21.	FROM MOROCCO TO SPAIN	COMM The police seem proud of the amounts they seize. Their success stories are widely publicised on local news. الشرطة تبدو فخورةً بالكمياتِ التي تصادرها. وتنتشر قصصُ نجاحاتِها محلياً على نطاقٍ واسع. The image presented to me, is a force with state of the art resources, playing its part in the global war on drugs. والصورةُ التي قدمتها لي هي قوةُ شرطةٍ تَمْتَلِكُ مواردَ متطورةً للغاية، تمارس دورَها في الحربِ العالميةِ على المخدرات.
22.		COMM From Tangier, the southern tip of Spain is just 14 km away. يَبْعُدُ الشريطُ الجنوبي لإسبانيا عن طنجة أربعةَ عشَرَ كيلومتراً فقط. Spanish patrol boats are out in the Straits of Gibraltar every night, trying to intercept the traffickers. The smugglers avoid the main ports; their high-speed boats take the consignments of hash to less monitored places along the coast. تجوب زوارقُ خفر السواحل الإسباني مَضيقَ جبل طارق كلَّ ليلةٍ لاعتراضِ المهربين. يتجنب المهربون الموانئ الرئيسيةَ وينقلون شُحناتِهم بقواربَ سريعةٍ إلى أماكنَ على الساحلِ بعيدةٍ عن المراقبة.
23.	IN SPAIN	COMM Just before daybreak, I join the Spanish police. قُبيل شروقِ الشمس، رافقت الشرطةَ الإسبانية. This Rapid Action Force was originally trained to tackle terrorists. But now, because of a spike in violence by traffickers in the south of Spain, they’re fighting drugs. تدربت قوةُ التدخلِ السريع أساساً على التعاملِ مع الإرهابيين. ولكنها الآن تحارب المهربين بسببِ تصاعدِ أعمالِ العنف التي يقومون بها في جنوبِ إسبانيا. They’ve had a tip-off about the location of some big-time hash traffickers. تلقوا إخباراً بمكانِ بعضِ كبارِ المهربين.
24.		EMIR It’s seven o’clock in the morning and we’re with the Guardia Civil on the way to raid two houses where they suspect has been stored. السابعة صباحاً ونحن الآن مع الحرس المدني في طريقه لمداهمة منزلين يُشتبه بخزن المخدرات فيهما.
25.		COMM I’m on my way with Lt. Abraham. أنا في طريقي مع الملازم أبراهام. His unit has already mounted three raids this week. Three more are lined up today. شنت وحدتُه حتى الآن ثلاثَ مداهماتٍ هذا الأسبوع. هناك ثلاثٌ أخرى ستجري اليوم.
26.		ABRAHAM Several houses have been raided and we’ve found hash. داهمنا عدة بيوت ووجدنا فيها حشيش. Our target is the ringleaders, the men who pull the strings نحن نستهدف زعماء العصابات، الرجال الذين يقودون عمليات التهريب.
27.	At the raid	OFFICERS Armed police! شرطة مسلحة! Hands in the air! إرفعوا أيديكم!
28.		COMM This is the family home of their prime suspect. هذا منزلُ أسرةِ المشتبهِ فيهِ الرئيسي.
29.		OFFICERS Police! شرطة! Stay calm! إبقوا هادئين! Is there anyone else here? هل هناك أي شخص آخر هنا؟ Stay calm! إبقوا هادئين!
30.		EMIR I saw when they knocked down the door there was a woman stood with a baby. You know, I was shocked to see that? عندما كسروا الباب رأيت إمرأة تقف مع طفل. صُدمت بذلك.
31.		ABRAHAM Yes, it is unfortunate when you crash in on a mother with an infant. She was warned to stand away from the door نعم، إنه أمر مؤسف عندما تصادف امرأة ورضيعها خلال المداهمة. تم تحذيرها بالابتعاد عن الباب
32.		EMIR Why are the officers so heavily armed? هل يحتاج رجال الشرطة لكل هذه الأسلحة؟
33.		ABRAHAM We are fighting organised crime, drug traffickers, they are heavily armed نحن نحارب جريمة منظمة ومهربو المخدرات مدججون بالسلاح. We need a strong security presence, loud and clear, because we never know what we’ll face when we bust the door نحتاج لتواجد أمني قوي وصارخ وواضح. لا نعرف أبداً ماذا سنواجه عندما نكسر الباب.
34.		EMIR They didn’t find anything here, I’m still not sure why not, maybe it was bad intelligence or I don’t know what, but we’re going to go see what’s happening at the next raid لم يجدوا شيئاً هنا ولا أعرف السبب، ربما فشل إستخباري أو غيره، لكننا سنرى ما سيحدث في المداهمة التالية.
35.		COMM The raids begin simultaneously, so one suspect can’t tip off another. المداهماتُ تحدثُ في وقتٍ واحدٍ كي لا يُخبر أيُ مشتبهٍ فيه الآخرين.
36.		EMIR There’s 19 guys here, they’re a mixture of Moroccan and Spanish guys, they landed by boat, they didn’t have any weapons. يوجد تسعة عشر رجلاً هنا وهم مزيج من المغاربة والإسبان، نزلوا بزورق ولم تكن معهم أي أسلحة.
37.		OFFICER We got a tip off about a possible shipment of a hashish. وردنا بلاغ باحتمال وصول شحنة حشيش. We kept watch overnight. Thermal imaging showed they were close to the shore. بقينا نراقب طوال الليل وأظهر لنا التصوير الحراري أنهم اقتربوا من الساحل. At first-light we verified there were many people on board عند بزوغ الفجر تأكدنا بوجود عدة أشخاص في الزورق. We observed twenty people getting off and hiding in one of these houses. شاهدنا عشرين شخصاً ينزلون ويختبئون في أحد هذه البيوت. So we moved in and arrested them فانطلقنا وألقينا القبض عليهم.
38.		COMM According to the police, at least 30 gangs are active in the area, with more than 3,000 people directly involved. حسب ما تقولُه الشرطة، هناك ما لا يقل عن ثلاثين عصابةً تنشَطُ في المنطقة ينخرطُ فيها أكثرُ من ثلاثةِ آلافٍ بشكلٍ مباشِر. Lieutenant Abraham wants to show me the results of the bust. يريد الملازم أبراهام أن يُريَني نتائجَ المداهمة. Inside this police strongroom, there’s two tonnes of hashish. 39.		Emir So this is 2,000 kilos of hashish that was seized this morning إذاً هذه هي الألفي كيلوغرام من الحشيش التي صودرت صباح اليوم. Each of these markings designates which supplier inside Morocco it comes from كل علامة من هذه العلامات تشير إلى الشخص الذي قام بتزويدها في المغرب.
40.		COMM On the streets of Europe, this much hash can fetch 16 million Euros. في شوارعِ أوروبا، يمكن أن تصل قيمةُ هذا الحشيش إلى ستةَ عشرَ مليون يورو.
41.		EMIR So is this a huge bust? إذاً فهذه مداهمة هائلة؟
42.		ABRAHAM Yes, not the most we’ve seized but it’s a good operation نعم، ليست أكبر كمية صادرناها، ولكنها عملية جيدة.
43.		COMM The Spanish police intercepted over 70 times this amount last year, that’s 140 tonnes, after the Interior Minister announced a new war on drugs. اعترضت الشرطةُ الإسبانية في العام الماضي أكبرَ من هذه الكمية بسبعين مرة، أي مئةً وأربعين طناً، بعدما أعلن وزيرُ الداخلية شنَ حربٍ جديدةٍ على المخدرات. 44.		COMM In the past two years drug violence has claimed the lives of half a dozen gang members, a police officer, and even a child killed by a drug boat. في العامين الماضيين أودى العنفُ الناجمُ عن المخدرات بحياةِ ستةٍ من أفراد العصابات وشرطيٍ وحتى طفلٍ اصطدم به زورق مخدرات. For local residents it’s getting too much. أصبح الوضع غيرَ محتملٍ للسكانِ المحليين. Francisco Mena is the president of a group of anti-drug trafficking organisations in the South of Spain. فرانسيسكو مينا هو رئيسُ مجموعةِ منظماتٍ لمكافحةِ تهريبِ المخدرات في جنوبِ إسبانيا.
45.		FRANCISCO Coffee, sugar and tobacco are smuggled between Spain and Gibraltar because of the price difference. القهوة والسكر والتبغ يتم تهريبها بين إسبانيا وجبل طارق بسبب فارق السعر. There’s even smuggling of penicillin. حتى البنسلين يتم تهريبه. 47.		FRANCISCO This is the Guadarranque river. هذا نهر غوادارانك. This barrier was built by the Spanish government two years ago, costing 231,000 Euros قامت الحكومة الإسبانية ببناء هذا الحاجز قبل عامين بكلفة 231 ألف يورو. Hash boats were using this river constantly. They unloaded up-river in the narco docks كانت زوارق الحشيش تستخدم هذا النهر باستمرار وتفرغ حمولتها في مراسي المخدرات في أعالي النهر. This was filmed just before they built the barrier تم هذا التصوير قبل وقت قصير من بناء الحاجز. In broad daylight, the beaches were full of people and families. They didn’t care, just didn’t care. في وضح النهار، كانت الشواطئ مكتظة بالناس والعائلات ولم يهتموا أبداً بالأمر. They raced in, regardless of the danger to people swimming. كانوا يتسابقون غير عابئين بالخطر على الناس الذين يسبحون.
48.		To the honest people of Campo de Gibraltar, the majority of the population Narco-traffic doesn’t generate any benefit للناس الأبرياء في كامبو دي جبرالتر (المناطق الإسبانية المحيطة بجبل طارق)، لا يعود تهريب المخدرات بأي فائدة على معظم السكان. 50.		COMM I’ve heard of a place where boats from Morocco land several times a week. Early the next morning, I head off there. سمعت بمكانٍ تنزلُ فيه الزوارقُ من المغرب عدةَ مراتٍ في الأسبوع. في صباح اليوم التالي، توجهت إلى هناك.
51.		EMIR This beach here has been described to us as the ‘hot zone’. 52.		COMM Recent mobile phone footage shows how easily the gangs operate here, and in broad daylight. أظهرت لقطاتُ هاتفٍ جوالٍ حديثة سهولةَ عملِ العصاباتِ هنا وفي وضحِ النهار. So despite Spain’s declaration of a new war on drugs, it seems the traffickers’ gateway to Europe is still wide open. إذاً، رغم إعلان إسبانيا حرباً جديدةً على المخدرات، يبدو أن بوابة المهربين نحو أوروبا لا تزال مفتوحةً على مصراعيها.
53.		COMM It all looks so easy, and reminds me of what I saw in Morocco. It’s out in the open, and very few people go to jail. 54.	BACK TO MOROCCO
55.		COMM And back in Morocco, it’s impossible to miss. Here in the Rif, the cannabis farming community is far from prosperous. هنا في الريف المغربي، لا ينعم الفلاحون بالرخاء This is Ketama. It’s not a place that encourages media attention. 58.		COMM The Moroccan government admits that close to a million people in the Rif are living directly from cannabis farming. تعترف الحكومةُ المغربية بأن ما يَقرُبُ من مليونِ شخصٍ في الريف يعيشون بشكلٍ مباشرِ على زراعةِ القُنَّب. 62.		COMM The police carry out the arrests, but the warrants are supplied by an environmental agency, the Forest and Water Authority. تُنفِّذُ الشرطة أوامرَ الاعتقال، لكن الأوامرَ صادرةٌ عن المندوبية السامية للمياه والغابات.

MOHAMED The forests are valuable الْغَابَاتُ ذَاتُ قِيمَةِ كَبِيرَةِ They have many benefits, like tourism إِنَّهَا تُجْلِبُ الْعَدِيدُ مِنَ الْفَوَائِدِ كَالْسِّيَاحَةِ The farmers are encroaching on the forests الْمُزَارِعُونَ يَعْتَدُّونَ عَلَى الْغَابَاتِ They are taking the water in the mountains to irrigate cannabis. إِنَّهُمْ يَأْخُذُونَ الْمِيَاهَ مِنَ الْجِبَالِ لِسِقَايَةِ الْقُنَّبِ.
64.		COMM In practice, few of the warrants lead to arrests, but the threat is ever present. Pay a bribe or go to prison. عملياً، لا تؤدي الكثيرُ من الأوامرِ إلى اعتقالات. لكن التهديدَ قائم. إدفع رشوةً أو اذهب إلى السجن.
65.		FARMER 3 The Department of Forestry and Water issues fines of 4,000 or 5,000 Dirhams المندوبية السامية للمياه والغابات تصدر غرامات تتراوح تكلفتها بين أربعة وخمسة آلاف درهم You either pay or go up to prison. عليك دفع تلك الغرامات أو سيتم سجنك I myself have been fined four times. أنا شخصيا تم تغريمي أربعة مرات MOHAMED Do some officials in the Forestry and Water department demand bribes? 69.		MOHAMED The growers live as outlaws. They are poor and denied basic human and social rights. يُعَيِّشُ الْمُزَارِعَيْنِ كَالْخَارِجِينَ عَنِ الْقَانُونِ. إِنَّهُمْ فُقَرَاءٌ وَمُحَرَّمُونَ مِنْ حُقوقِهِمِ الْإِنْسَانِيَّةِ والإجتماعية الْأَسَاسِيَّةَ.
70.		COMM The farmers’ testimonies are shocking. إفاداتُ الفلاحين صادمة. They don’t fit my picture of criminals making a killing. وهي بعيدة عن تصوري عن مجرمين يحققون ثراءً. From what I can see, the families who cultivate this highly profitable drug are living in poverty, exclusion and fear. من خلالِ ما رأيتُه، تعيشُ العائلاتُ التي تزرعُ هذا المخدرَ المُربحِ للغاية في فَقرٍ وعُزلةٍ وخَوفْ.
71.	RABAT	COMM In Morocco’s capital, Rabat, I hope to find out why so many people in the Rif region are condemned to a life outside the law. في العاصمةِ المغربية، الرِباط، آمَلُ في مَعرِفَةِ لماذا حُكمَ على الكثيرِ من الناسِ في مِنطَقَِة الريفِ بالعيشِ خارجَ القانون. 72.		EMIR This is the headquarters of the Moroccan National Security and I’m about to meet the head of the Anti Drugs Unit. هذه هي المديرية العامة للأمن الوطني المغربي وسألتقي هنا برئيس وحدة مكافحة المخدرات.
73.		COMM Abdel Rahim Habib has been working in counter narcotics for 13 years. I ask him about the huge number of arrest warrants that are hanging over the farmers. يَعملُ عبدُ الرحيم حبيبْ في مكافحةِ المخدراتِ منذ ثلاثةَ عشرَ عاماً. سألتُه عن العددِ الهائلِ من مذكراتِ التوقيف التي صدرت بحقِ الفلاحين.
74.		ABDEL RAHIM There are a lot of warrants out there. We don’t have precise figures هناك الكثير من مذكرات التوقيف. ليست لدينا أرقام محددة. EMIR How do the police regard people who farm cannabis? كيف تنظر الشرطة لمزارعي القنب؟ ABDEL RAHIM They must provide for their families الْمُزَارِعُونَ مَجْبُورِينَ عَلَى جَلْبِ لُقْمَةِ الْعَيْشِ لِعَائِلَاتِهِمْ But it’s still illegal under Moroccan law لَكِنَّ زِرَاعَةَ الْقُنَّبِ مَا زَالَتْ غَيْرُ قَانُونِيَّةُ حَسْبُ الْقَانُونِ الْمَغْرِبِيِّ Drug traffickers, those who profit from the trade, are regarded as serious criminals. We make every effort to catch them. مُهَرَّبَيْ المُخَدِّرات الَّذِينَ يتربحون مِن التِجارَة يُعْتَبَرُونَ مُجْرِمِيْنَ خَطِيرَيْنِ . نُحنَ نَبْذُل قُصارَى جَهَدنا لِلقَبْض عَلَيهِم .International drug trafficking by sea is a huge problem for both Moroccan and European enforcement agencies. Traffickers take advantage of our 3,500km coastlines. It’s almost impossible to monitor and control that vast area. تَهْرِيب المُخَدِّرات دُوَلِيّا عَن طَرِيق البَحْر مُشَكَّلَة ضَخْمَة لِلسُلُطات المَغْرِبِيَّة وَالأُورُوبِّيَّة . المُهَرِّبُونَ يَسْتَفِيدُونَ مِن 3500 كِيلُومِتر مِن السَواحِل . مِن شَبَه المُسْتَحِيل المُراقَبَة وَالسَيْطَرَة عَلِيّ هٰذِهِ المَناطِق الشاسِعَة.
75.		COMM To me, the Moroccan authorities’ approach to cannabis farming doesn’t make sense - they admit that farmers have no choice, and yet they make thousands live like fugitives. لا يبدو لي منطقياً كيف تتعامل السلطاتُ المغربيةُ مع زراعةِ القُنَّب، فهي تعترفُ بأنْ ليسَ أمامَ الفلاحين خَيارٌ آخر، ورَغمَ ذلكَ تجعلُ الآلافَ يعيشونَ كهاربينَ من القانون.
76.	AMSTERDAM	COMM Amsterdam. If there’s one European city that comes to mind in connection with cannabis, this is it. أمستردام. المدينةُ التي تخطُر في البال عندما يتم الحديثُ عن المخدرات. Hash here is big business. الحشيش هنا تجارةٌ كبيرة. The streets are rammed with tourists and there’s a distinctive aroma in the air. تكتظ الشوارعُ بالسُياح، وهناكَ رائحةٌ مُميزةٌ في الهواء. Cannabis is technically illegal here in the Netherlands, but selling it is tolerated and it’s widely available in coffee-shops. فعلياً، القُنَّب غيرُ قانونيٍ هنا في هولندا، ولكن هناك تساهلٌ في بيعِهِ وهو مُتَوفرٌ بكَثرةٍ في المقاهي. I want to know how the dope smoked here makes its 3,000 kilometer journey from Morocco أريد أن أعرفَ كيف تقطعُ المخدراتُ التي تُدخَّنُ هنا ثلاثةَ آلافِ كيلومترٍ في رحلتِها من المغرب. The Dutch press estimate that the country’s coffee-shops turn over a billion euros a year. On this shop’s menu I spot a familiar name - Ketama Gold - from the town I visited in the centre of the Rif. في قائمة المحل، وجدت اسماً مألوفاً – كِتامة ذهبي – من المدينةِ التي زرتها في وسَطِ الريف.

EMIR How much is a gram of Ketama Gold? كم سعر غرام الكتامة الذهبي؟ DENNIS The price is on the menu السعر في القائمة. EMIR So we have Ketama Gold and it is 8 Euros 50 for a gram إذاً لدينا كتامة ذهبي بسعر 8 يورو ونصف للغرام الواحد
78.		COMM In Ketama, a farmer would get 3 cents for this tiny piece. That’s less than half of 1 percent of what they’re charging here. في كِتامة، يحصُلُ الفلاحون على ثلاثةِ سنتات عن هذه القطعةِ الصغيرةِ جداً. هذا أقلُ من واحدٍ في المئة من سعرِها هنا.

80.		CUSTOMER 1 Can I have a gram of the oriental hash cookie please? غرام من بسكويت الحشيش الشرقي من فضلك. EMIR How often do you smoke, is it like a glass of wine every evening, is it every day? كم تدخن عادة؟ كشرب قدح نبيذ كل مساء؟ كل يوم؟ CUSTOMER 1 I do smoke everyday but if I have a busy day at work I smoke less but if I have nothing to do I can smoke a bit more أدخن كل يوم ولكن في يوم عمل شاق أدخن أقل وإذا لم يكن لدي ما أفعله فأدخن أكثر قليلاً. 81.		COMM Amsterdam is home to around 250 coffee shops. هناك حوالي مئتين وخمسين مقهىً في أمستردام. This one is definitely the presentable face of the industry. 85.		COMM According to Maylees, some of the coffee shops already have direct links to farmers in Morocco. 86.		MOHAMED AABBOUT The cultivation of cannabis has evolved, it was simpler when grown by peasants. لِقَدَّ تَطَوَّرَتْ زِرَاعَةُ الْقُنَّبِ كَثِيرَا، الزِّرَاعَةَ كَانَتْ أَبْسَطُ عَنْدَمًا كَانَتْ بَيْدَ الْمُزَارِعِينَ Big investors have appeared. They’re investing in new areas لِقَدَّ ظُهْرُ مُسْتَثْمِرِينَ كِبَارِ يَسْتَثْمِرُونَ فِي مَنَاطِقِ جَديدَةٍ These investors are Spanish, French and Dutch الْمُسْتَثْمِرُونَ إسبان وَفَرَنْسِيُّونَ وهولنديون They pay good money to farmers who used to grow vegetables. إِنَّهُمْ يَدْفَعُونَ أَمْوَالَ جِيدَةٍ لِلْمُزَارِعِينَ الْمُعْتَادُونَ عَلَى زِرَاعَةِ الْخُضْرُوَاتُ They plant genetically modified seeds made specifically for these regions. In the past you could only get quality in the Rif mountains. وَيَزْرَعُونَ أَنْوَاعَ مُعَدَّلَةَ مِنَ الْبُذورِ. فِي الماضي كَانَتِ الْجُودَةُ أَعَلَى فِي جِبَالِ الرِّيفِ They’ve been modified to suit the lowlands لِقَدَّ عَدْلُو الْبُذورِ لِتَنَاسَبَ الْمَنَاطِقُ الْمُنْخَفِضَةُ There’s water in the plains than the mountains. There are rivers and dams فِي السهول تُوجَدُ مِيَاهٌ أَكْثَرَ مِنَ الْجِبَالِ مِنَ الْأَنْهُرِ وَالسُّدُود They use organic and chemical fertilisers to increase the crop yield. They don’t care about the land, they want to increase the yield ten-fold. يَسْتَعْمِلُونَ أسْمِدَةَ عُضْوِيَّةٍ وَكِيميَائِيَّةٍ لِزِيَادَةِ إِنْتَاجِيَّةِ الْمَحَاصِيلِ. لَا يَكْتَرِثُونَ لِلْأرْضِ، يَهْتَمُّونَ فَقَطْ لِزِيَادَةِ إِنْتَاجِيَّةِ الْمَحْصُولِ عَشَرَ مرَّاتٍ.

92.	Melilla	COMM Melilla is a hangover from colonial days. It’s on the northern coast of Morocco but it’s a Spanish territory with special status. مليلة هي من مخلفاتِ أيامِ الإستعمار. تقع في شمالِ غربِ الساحلِ المغربي ولكنها أرضٌ إسبانية لها وضعٌ استثنائي. This is where two continents almost touch. Many asylum seekers make their way here, hoping to cross from Africa into Europe. هنا تكاد تلتقي قارتان. العديد من طالبي اللجوء ينطلقون من هنا أملاً في العبور من أفريقيا إلى أوروبا. These Moroccans are just coming for the day. They buy duty-free goods and carry them home to sell. هؤلاءِ المغاربة في زيارةٍ ليومٍ واحدٍ فقط، يشترون بضائعَ من السوقِ الحرة ليبيعوها في مناطقهم.
93.		EMIR We’re here at CETI which is a camp for asylum seekers here in European territory, we’re in Spain even though we’re in the North Coast of Morocco نحن هنا في مركز الإقامة المؤقتة للمهاجرين، وهو معسكر لطالبي اللجوء هنا في الأراضي الأوروبية. نحن في إسبانيا رغم أننا في الساحل الشمالي للمغرب. There’s roughly about 1000 asylum seekers from all over Africa and the Middle East هناك نحو 1000 طالب لجوء من كل أنحاء أفريقيا والشرق الأوسط. And we’re about to meet Mohamed Kholali. ونحن على وشك اللقاء بمحمد خولالي.
94.		COMM Mohamed used to be a paid informer. He collected intelligence for Morocco’s Interior Ministry. كان محمد يعمل مُخبراً بأجر، يجمع معلوماتٍ لصالحِ وَزارة الداخليةِ المغربية.

MOHAMED I am a political refugee أَنَا لَاجِئُ سِيَاسِيُّ I used to work for the government كُنْتُ أَعَمِلَ لَدَى الْحُكُومَةِ I was fired because I was a whistleblower وَطَرَدتَ لِأَنِي تَحَدَّثتَ عَن الفَساد I was imprisoned because I exposed security personnel who took drugs حَبَسَت لِأَنِي كُشِفتِ رِجال أَمَّنَ يَأْخُذُونَ المُخَدِّرات I’ve left everything behind, my home, family, loved ones. friends لَقَدّ خَسَّرَت كُلّ شَيْء، بَيْتَيْ وَعائِلَتَيْ وَأَحِبّائِي وَأَصْدِقائِي
96.		COMM Mohamed’s family lives just 14 kilometres away, but they might as well be on the moon. He knows he can never go back. He used to live by the sea, and could watch the drug smugglers in their boats. تعيشُ أسرةُ محمد على بعدِ أربعةَ عشرَ كيلومتراً فقط من هنا، ولكنها كما لو كانت تعيشُ في القمر، فهو يعلمْ بأنه لن يستطيعَ العودةَ أبداً. كان يعيشُ قُربَ الساحلِ ويستطيعُ مشاهدةَ مهربي المخدرات في زَوارِقِهِم.
97.		MOHAMED From upstairs in my apartment where you could clearly see the smugglers. They were just over there. مِن أَعْلَى شَقّتِي يُمَكِّنكَ رُؤْيَة المُهَرَّبَيْنِ . إِنَّهُم هُناكَ It was normal. We grew up seeing them. If a stranger saw them, he’d think it odd. لَقَدّ كَآن عادِيا . نَشَأنا عَلِيّ رُؤْيتهُم . لَو شاهَدَهُم شَخَّصَ دَخِيل سَيَظُنّ إِن الأَمَرّ مُسْتَغْرِب .
98.		COMM Mohamed makes some disturbing claims about his time at the Interior Ministry. قدّم محمد مزاعمَ مقلقة عن أياِمه في وَزارةِ الداخلية.
99.		MOHAMED I was employed from 2010-2016. لَقَدّ عَمِلَت مِن 2010-2016 I had a good relationship with policemen. لَقَدّ كانَت عَلاقَتَيْيَ بِالشَرْطَة جَيِّدَة. I used to buy cocaine for them. They were afraid of being seen on camera كَنَّت أَشْتَرِي الكوكاين لَهْم . كانُو يُخافُونَ مِن الظُهُور عَلِيّ الكامِيرا If they caught someone with a kilo of cocaine. لَو أمسكو شَخَّصَ مَعَ كِيلُو كوكاين They’d take what they wanted for themselves and sell the rest يَأْخُذُونَ جُزْء لَٱِسْتِخْدامهُم وَيَبِيعُونَ الباقِي There’s one well known dealer. He collaborated with policemen, who’d give him a car, and let him sell drugs, then arrest him to intimidate the other dealers in the city. أَحَد التُجّار المَشْهُورِيْنَ كَآن يَتَعاوَن مَعَ الشُرْطَة ، آلتيي أَعْطَتهُ سَيّارَة وَسَمَحتَ لَهُ بِبَيْع المُخَدِّرات. ثَمَّ تَقُوم الشُرْطَة بِالقَبْض عَلِيّهُ لَتَخْوِيف التُجّار الآخريين فِيَّ المُدِينَة Some innocent people were accused of dealing drugs بَعَّضَ الناس البريئيين تَمَّ ٱِتِّهامهُم بِبَيْع المُخَدِّرات
100.		Mohamed The actual drug dealers, officials and their accomplices are never arrested التُجّار الفعليون وَرِجال السَلَطَة المتواطئيين لِمَ يَقْبِض عَلَيهِم أَبْدَأ The drug trade wouldn’t be possible with state officials. تِجارَة المُخَدِّرات غَيَّرَ مُمْكِنَة بِدُونِ مُساعِدَة مسؤلي الدَوْلَة
101.		COMM Mohamed’s allegations of systemic corruption are impossible to corroborate. يصعبُ التأكدُ من صِحَّةِ مَزاعمِ محمد بوجودِ فسادٍ مُنَظَّم. But I’ve discovered a legal case that sheds light on the links between a Moroccan public official and the trade in drugs. ولكنني اكتشفتُ قضيةً قانونيةً تُسَلِّطُ الضوءَ على علاقاتٍ بين مسؤولٍ مغربي وتِجارةِ المخدرات.
102.	LINK TO NETHERLANDS	COMM Back in the Netherlands, a number of Moroccan traffickers have been convicted. Some of them have high-level political connections. وفي هولندا، أُدين عددٌ من مهربي المخدرات المغاربة. بعضُهم له علاقاتٌ مع مسؤولينَ سياسيينَ كبار.
103.	Holland PTC	EMIR These are confidential court documents obtained by the BBC and they contain details of one of the biggest hash busts in the Netherlands in recent years. هذه وثائق سرية من المحكمة حصلت عليها بي بي سي وتضم تفاصيل عن إحدى أكبر المداهمات المتعلقة بالحشيش في هولندا في السنوات الأخيرة. Normally the Dutch legal system, names aren’t revealed publicly but what’s significant about these documents is that they identify the two main culprits, Khaled Bachrioui and Ahmed Chelhi. في النظام القضائي الهولندي، لا يُصرح بالأسماء عادة، ولكن ما يهم في هذه الوثائق أنها تحدد اثنين من الجناة: خالد البشريوي وأحمد شلحي. There’s an estimation here that the gang traded at least 60,000 kilos of hashish. ويُقدر هنا بأن العصابة تاجرت بما لا يقل عن ستين ألف كيلوغرام من الحشيش. We’ve got a list of high-end sports cars, properties across Europe, bank accounts with millions of Euros in هناك قائمة من السيارات الراقية والعقارات في أنحاء أوروبا وحسابات مصرفية بملايين اليورو. 104.		COMM We’ve looked into Bachrioui case. According to the court documents, he was convicted of money-laundering to the tune of 9 million Euros. The Dutch call it the Sprinkhaan case. طالعنا قضية البشريوي Bachrioui ووفقاً لوثائقِ المحكمة، أدين بغسيلِ أموالٍ بقيمةِ تسعةِ ملايينِ يورو. الهولنديون يسمونها قضيةَ سبرينكهان.
105.		COMM Wim Van De Pol is a journalist who has been following the case closely ڤيم فان دي بول صحفيٌ تابعَ القضيةَ عن كَثَب.
106.	Wim	WIM The Sprinkhaan case is a very big hash trafficking cases, 65,000 kilos, it’s one of the biggest deals we’ve had in the Netherlands in the past 20 years, and there were two transports seized, thousands of kilos involved and a very professionally operated organisation. So I would say it was a big case. سبرينكهان قضية كبيرة جداً تتعلق بتهريب 65 ألف كيلوغرام من الحشيش وهي إحدى أكبر الصفقات التي مرت بنا في هولندا خلال العشرين عاماً الماضية. صودرت واسطتا نقل وهناك آلاف الكيلوغرامات ومنظمة عملت بطريقة محترفة جداً. كانت قضية كبيرة جداً.
107.		COMM Khalid Bachrioui was sentenced to four years in prison, but he’s never spent a day inside. حُكم على خالد البشريوي بالسَجن لمدةِ أربعِ سنوات، لكنه لم يُمض يوماً واحداً في السِجن. There’s no extradition treaty between the Netherlands and Morocco, so he’s able to live freely in a holiday resort called Al Hoceima. لا توجدُ اتفاقيةُ تسليمِ مجرمينَ بين هولندا والمغرب، ولذا استطاعَ أن يعيشَ بحريةٍ في منتجعٍ سياحيٍ يُسمى الحُسيمة. He’s a well-known businessman there, and even holds public office as the regional head of tourism. إنه رجلُ أعمالٍ معروفٌ هنا، حتى أنَهُ يتبوأُ منصباً عاماً كمديرٍ للسياحةِ المحلية. Here he is, advertising the resort. He says nothing about his background – laundering money for an international drugs gang. ها هو يروجُ للمنتجع. لا يتحدث عن خلفيتِه – غَسْلُ أموالٍ لعصابةِ مخدراتٍ دُوَلِيَّة.
108.		EMIR Now we know that Khaled Bachrioui is a public official in the city of Al Hoceima, does that surprise you, that this gang could be connected to corruption in Morocco? نعرف الآن بأن خالد البشيريوي مسؤول عام في مدينة الحسيمة، هل يفاجئك ذلك؟ أن هذه العصابة قد تكون مرتبطة بالفساد في المغرب؟
109.		WIM No, I know from other cases that there have been ties between criminality and public officials in Morocco. كلا، أعرف من قضايا أخرى بأن هناك روابط بين الإجرام ومسؤولين في المغرب.
110.		COMM Khaled Bachrioui is now appealing the court’s decision. يستأنف خالد البشريوي الآن قرارَ المحكمة. Jan Hein Kuipper is a lawyer who defended one of them. GFX: 500 million guilders = 225 million Euros	JAN HEIN One of my clients, the Justice Department, wanted 500 million guilders to take back because they said you earned 500 million guilders with your hash transports and your selling, so we want to take away those 500 million guilders. أرادت وزارة العدل وهي إحدى زبائني استعادة خمسمئة مليون غيلدار (225 مليون يورو) من أحد زبائني وقالت له أنت حصلت على خمسمئة مليون غيلدار من نقل الحشيش وبيعه ولذا فنحن نريد استعادة هذه الخمسمئة مليون غيلدار. So, we told the court that my client had to pay off a lot of authorities in Morocco, in Spain, everywhere and the court said ‘Okay we take that away from the 500 million because that’s reliable.’ أخبرنا المحكمة بأن موكلي اضطر لدفع الكثير للسلطات في المغرب وإسبانيا وغيرها، فقالت المحكمة: "حسناً سنخصم من الخمسمئة مليون لأنه ادعاء موثوق". So even the Dutch courts take into account that criminals who smuggle have to pay everybody to get the drugs in Holland, also the authorities in Morocco or Spain or wherever, it’s normal. إذاً فحتى المحاكم الهولندية تأخذ في الحسبان أن المجرمين الذين يهربون المخدرات يدفعون لكل شخص كي يدخلوا المخدرات إلى هولندا، بالاضافة إلى السلطات في المغرب أو إسبانيا أو غيرها، هذا عادي.
112.		EMIR Keeps you busy as well? يجعلك مشغولاً أيضاً؟
113.		JAN HEIN Not any more, because there’s no money for the police to investigate hash case, at this moment I don’t have one hash case, because the government makes decisions to choose what to investigate and that’s not hash, so I have coke and I have murder and everything but no hash. لم يعد الأمر كذلك لأن الشرطة ليس لديها المال للتحقيق في قضايا الحشيش. في الوقت الحاضر ليس لدي قضية حشيش واحدة لأن الحكومة تقرر القضايا التي يجب التحقيق فيها، وهي ليست قضايا حشيش. ولذا فعندي قضايا كوكايين وقتل وغيرها ولكن ليس قضايا حشيش.
114.		EMIR So do you think the legal environment here in the Netherlands encourages trafficking? هل تعتقد بأن البيئة القانونية هنا في هولندا تشجع على التهريب؟

JAN HEIN Of course, it’s a free zone at this moment when you’re a bit of a smart guy to import hash or to trade hash and you will not be caught because the priority of justice is not hash بالطبع، إنها منطقة حرة في الوقت الحاضر إذا كنت ذكياً واستوردت الحشيش أو تاجرت به بدون أن يتم القبض عليك لأن أولوية العدالة هنا ليست للحشيش.

118.		COMM In Morocco, farmers can grow cannabis, but it can’t be exported. Legally it’s a mess. It seems to me the fundamental law of supply and demand is being ignored. 119.	Belgium	COMM My journey takes me a hundred and fifty kilometres south from Amsterdam. قطعت في رحلتي مئة وخمسين كيلومتراً إلى الجنوب من أمستردام. To Antwerp, the second largest port in Europe. إلى أنتويرب، ثاني أكبرِ ميناءٍ في أوروبا. Paul Meyer used to smuggle drugs on a grand scale. For 10 years he ran a trafficking operation dubbed the ‘700 Million Gang.’ That was the street value of their enterprise. It ended badly – but he’s unrepentant. كان بول مايار يهرب المخدراتِ على نطاقٍ واسعٍ. ولعشرِ سنواتٍ، أدارَ عمليةَ تهريبٍ سُميت "عصابةُ السبعِمائةِ مليون"، فتلك كانت قيمة المخدرات. إنتهت العملية بشكلٍ سيئ ولكنهُ غيرُ نادمٍ.
120.		PAUL Smuggling is for me the most beautiful job that you can find. التهريب بالنسبة لي أجمل عمل يمكنك العثور عليه. I miss it every day أفتقده كل يوم. EMIR Why? لماذا؟ PAUL because it was a beautiful time لأنه كان زمناً جميلاً. EMIR Exciting? مثيراً؟ PAUL Everything, it’s related to money, girls, parties, everything, everything. كل شيء، إنه يتعلق بالماو بالفتيات ، وبالحفلات وبكل شيء، كل شيء. EMIR At the height of your business, how much hash were you moving through these ports? في ذروة عملك، كم بلغت كمية الحشيش التي نقلتها عبر هذه الموانئ؟ PAUL Every five weeks between 18 and 20 tonnes في كل خمسة أسابيع، ما بين 18 و20 طناً. EMIR 20 tonnes, and that was all from Morocco? 20 طناً، وهذا كله من المغرب؟ PAUL Everything coming from Morocco. كل شيء جاء من المغرب. And this traffic is approximately five days, and that’s very quick, so the risk that there’s information coming from Maroc to here, the police don’t have the time, the customs don’t have the time to organise something. يأتي من الجبال ويُنقل فوراً إلى مكان صغير في حي بالدار البيضاء ثم إلى البرتغال ومن البرتغال يُنقل بالزوارق إلى أنتويرب. تستغرق الرحلة خمسة أيام تقريباً، وهي سريعة جداً، ولو كان هناك خطر بوصول بلاغ من المغرب إلى هنا، فإن الشرطة لن يكون لديها وقت، الجمارك ليس لديها وقت لترتيب شيء ما. EMIR With those countless shipments, did you ever have a problem? مع هذا العدد الهائل من الشحنات هل واجهت مشكلة؟ PAUL No, the problem in Moroc, I’ve never seen a problem in Moroc. That means they are well organised, and there are high people involved otherwise it’s impossible to do that, you must pay people when you want to do this kind of things and to be 100 percent sure لا مشكلة في المغرب، لم تواجهني مشكلة في المغرب. هذا يعني أنهم منظمون جيداً وهناك أشخاص مهمون منخرطون في العملية وإلا لاستحال علينا القيام بها. عليك أن تدفع عندما تريد القيام بمثل هذه الأشياء وتتأكد مئة بالمئة.

124.		COMM As Paul explains it, Customs will order any suspicious container to go through a scanner. The shipping agent is given 24 hours to comply. 126.	ENTER ROUND-UP on PAUL	COMM Paul Meyer was up to his neck in major-league trafficking كان بول مايار منغمساً في التهريب على نطاقٍ واسع. Many people think cannabis is a relatively harmless drug. In fact it’s a business with lethal connections. 128.		COMM It’s time for me to go back to Morocco. Paul told me his consignments began their journey here, in Casablanca, 3,000 kilometres south of Antwerp. 133.		COMM So what are the Moroccan authorities doing about the big smugglers? إذاً ما الذي تفعله السلطات المغربية بشأن المهربين الكبار؟
134.		One should know that the networks that are doing international smuggling of hashish are based abroad. They are not in the Kingdom of Morocco, they are abroad…. عليك أن تعلم أن الشبكات التي تنشط في التهريب الدولي للمخدرات هي شركات منظمة وهي في الخارج وليس في المملكة المغربية، هي في الخارج.
135.	END THOUGHT	Yet again, I’m being told the source of the cannabis problem lies elsewhere. وها أنا يقال لي من جديد أن مصدر مشكلة القنب تكمن في مكان آخر. Every official says it’s someone else’s fault. Which makes a mockery of the need for international cooperation. كل مسؤول يقول إن المشكلة مسؤولية شخص آخر. مما يثير السخرية أمام الحاجة لتعاون دولي. The Moroccans turn a blind eye, while the Spanish engage in military-style policing and the Dutch have gone for partial legalisation. Farmers struggle to make a living. There must be a better way. لابد أن تكون هناك طريقة أفضل.
