A small neighbourhood at the outskirts of Jerusalem’s Old City.

It’s home to about 20,000 Palestinians.

They call it Silwan.

it always has been Silwan and I’m Silwan’s daughter

But to the growing number of Jewish settlers, the neighbourhood is Ir David, City of David.[1] [2] 

 it’s of special importance to the Jewish people because that is our ancestral heritage. So everything we find, the entire story of the city of David is really our story.

The settlers are backed by an organisation called Elad, whose aim is to strengthen the Jewish presence in this Palestinian neighbourhood.

The chosen strategy is using heritage tourism. [This is done] in order, and I will be very clear on this, to create a different political reality in the City of David.

Over the last fifteen years nearly half of Elad’s donated funding has come from offshore companies in the Caribbean.

But a leak of bank documents has found the man, believed to be, behind these companies - Chelsea Football Club’s owner, Israel’s richest man, Roman Abramovich

I’m truly in shock. Because [Roman Abramovich] is not perceived that way in the eyes of the public.

حي صغير في ضواحي القدس القديمة.

يقطنه نحوُ عشرين ألف فلسطيني،

يسمونه سلوان.

هو سلوان منذ الأزل وأنا بنت سلوان.

لكن المنطقة بالنسبة للعدد المتزايد من المستوطنين اليهود، يسمى الحي ايير دافيد، أي مدينهَ داوود.

إنها ذات أهمية خاصة للشعب اليهودي لأنها تراث أجدادنا. ولذا فكل ما نعثر عليه، قصة مدينة داوود كلها هي في الحقيقة قصتنا.

تدعم المستوطنين منظمة ٌتسمى العاد، تهدف إلى تعزيز الوجود اليهودي في هذا الحي الفلسطيني.

الاستراتيجية التي اخترناها هي استخدام السياحة التراثية وسأكون واضحاً جداً فأقول إن هذا يتم لخلق واقع سياسي مختلف في مدينة داوود.

طَوال السنوات الخمس عشرة الماضية، كان

 نصف التبرعات تقريباً التي تلقتها العاد، من شركات مسجلة في الخارج، في جزر الكاريبي.

من ممول مجهول.

لكن وثائقَ مَصرِفيةً مسربة كشفت أن الشخص الذي يعتقد أنه يقف خلف هذه الشركات، هو مالك نادي تشلسي لكرة القدم، أغنى رجل في إسرائيل، رومان أبراموفيتش.

نا مصدوم تماماً لأن (رومان أبراموفيتش) لا ينظر إليه الرأي العام بهذه الطريقة.

The Sumarin family are on their way to the Jerusalem District Court. They’re fighting to stay in their home in East Jerusalem.

I don’t feel like a decision will be ruled today.

I don't think they will say "Get out of the house".

On the contrary.

It's very easy for them to say it.

It's only words for them.

The family are Palestinian. Their legal battle, in Israeli courts, has been going on for almost 30 years.

I want to show you how it was before the settlers came to us. This land here all of it. It was ours.

Roughly two acres.  This is the border today, the green line here. This building wasn’t here, it was an open area we used to play in when we were kids.

All this area which we call Wadi Hilweh is targeted by the settlers. In an exceptional way.

Silwan, the wall you see around the mountains this is Silwan. But this area stretching from The Aqsa Mosque, to Ain Silwan, to Al Bustan quarter

It has been singled out because they want to empty it, they regard it as the City of David.

When I heard that story I left my own career in hi-tech and have dedicated my life to this area.

To the millions who have visited the City of David, Elad presents itself as an archaeological organisation, focussed on telling the story of ancient Jerusalem.

Do you know that 3000 years ago the same view we are seeing right now, King David saw. He could get up every morning with his coffee walk out to the porch and see this beautiful scenery.

From here David, david from the bible, he went under the walls and overtook this. Took it for the first time for the Jewish community. That’s pretty cool.

But there is debate about some of the links made between the City of David, the bible and historical fact.

And archaeological digs on occupied territory are governed by much debated laws. Israel could be breaking international law by allowing Elad to carry out exploratory work in Silwan.

Israel doesn’t consider the area to be occupied and Elad say it is necessary to carry out the work in order to protect Jewish cultural heritage.

Elad has been criticized in the past for the less advertised part of their mission, strengthening the Jewish connection to Jerusalem through Jewish settlement.

Shahar Shilo witnessed first hand the rapid rise of Elad. He even wrote a PhD about them, so knows the organisation inside out.

I was recruited to the City of David because they were going through a dramatic upheaval.

Let’s call it, from amateur to professional.

From their launch in 1986 till 2005, Shilo says that settling Jewish families in Silwan was Elad’s main activity.

[Elad’s idea was] that through settlement we demonstrate ownership, sovereignty. [And so] we will change reality.

In 2005, Shilo says, Elad changed their strategy.

Their idea was, we want a lot of tourists. We need tourism because through tourism we can shape reality and influence public opinion.

And so, we will actually fulfil our goals, which are basically Jewish sovereignty over ancient Jerusalem for generations to come, forever.

2005 was a game-changing year for Elad. Big money started pouring in via offshore companies based in the British Virgin Islands. It made up 65 per cent of the total funds donated that year.

[This was done by El-Ad] to create a different political reality in the City of David.

Tourism is totally a means [to that end].

The chosen strategy is using heritage tourism. [This is done] in order, and I will be very clear on this, to create a different political reality in the City of David.

Elad did not comment on [3] whether tourism was a way to enable more Jewish settlement in the area.

In 1967 during the Six Day War, Israel occupied the West Bank and East Jerusalem.

Very soon after the war Israel extended Israeli law to the area of East Jerusalem.

And in 1980, the Israeli government moved to formally bring the whole of Jerusalem and its holy sites under its control.

There are 220,000 Jewish settlers in East Jerusalem. Living among at least 341,000 Palestinians.

Under international law, the area is considered to be occupied territory, and the settlements are deemed illegal.

Israel does not accept this view - and neither does the Trump administration.

Hagit Ofran has been opposing settlements for years as a part of the organisation, Peace Now.

You can see here, all the brown parts are the Palestinian areas. All these red dots are settler houses within the Palestinian neighbourhood. The Sumarin family house is currently unmarked because settlers have not yet been able to take control of it. We hope they will not succeed.

Ahmad, would you please introduce yourself, where we are, and who lives here?

Shalom, my name is Ahmad Sumarin from Silwan. I’m a member of the Sumarin family. We are three families, who live in this house.

When I got married I moved here my husband was living here with his uncle Haj Moussa Sumarin. After his wife died, I started taking care of him cooking and feeding him.

My husband used to help him in the shower and used to take him to the doctor. He used to tell me "This house is yours my child. It's for you and your husband."

Good old days.

I wish they would come back.

The Sumarin house was claimed by the state of Israel under the controversial absentee law in 1987.

This law gives the government the right to seize the properties of Palestinians who fled or were expelled during times of conflict.

In 1991 the Israeli government then sold the Sumarin house to Hemnutah, a subsidiary of the Jewish National Fund.

One of the JNF’s stated objectives is to buy and develop land on behalf of the Jewish people.

With funding and support from NGOs and the Palestinian Authority, the Sumarin family have b[4] een fighting to keep their home ever since.

في بداية زواجي ومجيئي إلى هنا، كان زوجي يعيش مع عمه الحاج موسى سمرين. توفيت زوجته فكنت أعتني به وأطبخ له الطعام وأطعمه وأرعاه.

كان زوجي يغسله ويأخذه إلى الطبيب وكان يقول لي: "هذا البيت لك. من بعدي سيكون هذا البيت لك ولزوجك".

كانت أياماً حلوة.

يا ليت الزمان يعود يوماً.

تمت المطالبة بمنزل أسرة سمرين من قبل دولة إسرائيل وفق قانون أملاك الغائبين المثير للجدل عام 1987.

يُخَول هذا القانون للحكومة

حق  مصادرة أملاك الفلسطينيين الذين فروا أو تم تهجيرهم خلال النزاع.

بعدها في  1991 باعت الحكومة ُالإسرائيلية  منزلَ سمرين إلى هِيمُنوتا، وهي فرع الصندوق الوطني اليهودي.

أحد الأهداف المعلنة لهذا الصندوق هو شراء وتطوير الأراضي بالنيابة عن الشعب اليهودي.

ومنذ ذلك الوقت تكافح أسرة سمرين للحفاظ على منزلها، بمساعدة منظمات غير حكومية والسلطة الوطنية الفلسطينية.

We asked Elad if they had any part to play in this case?

“While the legal case of the home that has been going on for more than 30 years is being carried out by Hemnutah it is obviously of great interest to us because it is directly located within a few feet of our visitor centre.”

But since that interview BBC News Arabic has obtained new evidence that suggests Elad has more than just an interest.

In August 2020 Hemnutah submitted a letter to court that David Be’eri, founder of Elad, had sent them back in 1991. Be’eri lists various land plots in Silwan, including that of the Sumarin house.

And writes, "We will handle the eviction of the properties from their current holders. For the purpose of eviction we will pay all legal fees and all payments to the holders, whether in a legal settlement or by a court order.".

“We approve the above,” a Hemnutah stamp confirms.

Asked by the BBC whether they were still funding the case, Elad did not respond.

And neither did Hemnutah.

Hemnutah did not respond to the BBC’s request to comment.

سألنا منظمة العاد ما إذا كانت  قد  لعبت أي دور في هذه القضية؟

"بينما  لاتزال القضية المتعلقة بالبيت والمستمرة منذ أكثر من 30 عاماً  على عاتق هيمنوتا، فمن الواضح أنها مهمة لنا لأن البيت يقع على بعد بضعة أقدام من مركزنا  للزوار".

ولكن منذ تلك المقابلة، حصلت بي بي سي عربي على دليل جديد يشير إلى أن العاد لديها أكثر ُ من مجرد اهتمام.

في أَغسطس/ آب، قدمت هيمنوتا رسالة إلى المحكمة كان دافيد بييري، مؤسس العاد، قد سبق وأن أرسلها عام 1991. ويذكر فيها  دافيد بعيري قائمة  لمختلف الأراضي في سلوان، بما فيها منزل عائلة سمرين.

ويقول: "سنتولى أمر إخلاء العقارات من أصحابها الحاليين. ومن أجل الإخلاء سندفع كافة الرسوم القانونية وكافة المبالغ الخاصة بالمالكين سواء عن طريق تسوية قانونية أو أمر قضائي."

ويؤكد ختم هيمنوتا: "نوافق على  ما ورد أعلاه".

Everyone knew "Jerusalem Water Park", as we call it with a smile. A beautiful Biblical-period tunnel, where you walk in the water.

There were archaeological finds but at the beginning, they didn’t even have any signs.

No toilets,no parking,no shading,no reception center.

I came to Davida'le [David Be’eri] and told him: "My dear friend, we need the real tourists, not only the Jews".

They tell me "You are a marketing manager. Money is no concern."

Say how much you need and we will find it.

Tourists start coming.

When I started working there, there wasn't one real foreign tourist - with a passport - that paid for a ticket.

Not even one, in 2005 except for the donors.

I left the City of David in 2016 with over 200,000 foreign tourists a year.

Every organization according to the law is obliged to disclose their donations above a certain amount.

They, [Elad], submitted a list, but it said nothing.

Elad does list many donors that are easy to identify, both individuals and organisations.

But nearly half of Elad’s donations between 2005-2018 came from just four BVI-based companies; Cantley Investments Limited, Farleigh, Ovington and Leiston Holdings Limited.

They were all registered on the same day in the British Virgin Islands.

The way these companies are structured makes it impossible for the public to know who’s behind them.

The names of these four companies also appear in a set of bank documents leaked to Buzzfeed News. They shared them with the International Consortium of Investigative Journalists and the BBC.

In the documents, banks report information about financial transactions and ownership of companies.

The name Roman Abramovich appears, again and again.

He is named as the ultimate beneficial owner of three companies and we have evidence that he controls a fourth.

Those companies have donated more than 100 million dollars to Elad between 2005 and 2018.

That makes Roman Abramovich the single biggest donor to the settler organisation.

The donations from his companies, which started in 2005, have enabled Elad to become the organisation they are today.

In 2007, these companies were responsible for almost 90% of Elad’s donations.

In that year, the majority of donations were used to fund “various projects of development and settlement in the City of David”

In some cases, settlement in Silwan means the eviction of a Palestinian family.

Elad has told the BBC they abide by the laws and regulations Israel set for non-profit organisations, including in terms of transparency requirements.

And on the question of whether Roman Abramovich is a donor to Elad, they say:

The probability of the survival of a Palestinian property, after it’s been declared that it’s a Jewish or Israeli property,  it belongs to an absent person  is most likely zero.

Even the judges, their hands are tied because the judges at the end of the day have to apply the repressive Israeli laws on these cases.

The Sumarin case is not unique. Elad has been linked to numerous evictions.

And donations to Elad have enabled them to expand their footprint in Silwan.

The donor has a right to say "I want my money to fund archaeological excavations", and then it will go to certain causes.

Other donors say, “I buy my share in heaven, I am a 'land saviour'."

When you are a religious nationalist, that‚is the term used, 'land saviour', [land redeemer].That‚is the terminology, you return them to Jewish owners.

According to Peace Now’s research Elad owns and runs tourist sites on this land. And has settled Jewish families in these houses.

The Israeli government permits and supports Elad’s work - both the settling and the digging.

In 2016 the UN Security Council deemed settlement activity in occupied East Jerusalem, a flagrant violation of international law by Israel.

Roman Bronfman co-wrote a book about the impact of a million Russian migrants moving to Israel.

The majority of Russian immigrants [to Israel] lean towards the right side of Israel’s political map. Very few, including amongst oligarchs, are at the centre or liberal. But the question is: how far right [do they lean]?

In 2018, Mr. Abramovich was granted citizenship in Israel, after facing long delays to his UK visa application.

Most of the oligarchs are of Jewish origin.  They are of Jewish origin and are eligible for [Israel’s] Law of Return. They see in Israel—and this is important to emphasize—a kind of land of “[safe] haven.”

I can tell you today, that an absolute majority of the houses in the historic City of David are in the hands of Elad in terms of ownership.

An absolute majority of the houses. Palestinians still live in many of them.

It could be another five years, another ten years [until Elad claims them].

Elad didn't respond to questions about ownership of houses in historic City of David area. And they say that all of their property  in this area Silwan has been obtained fairly and legally, under Israeli law.

The City of David is a project that involves also the revitalisation of  life in Jerusalem. We believe that both Jews and Arabs, Christians, Muslims, everybody under Israeli law is entitled to buy homes here. There is no question that we look at favourably, the right of a jew.  

No Palestinian has ever been removed from their home in the City of David without due process without court, without them being able to present their case on either side.
