VO: Just A few kilometers away, lies the small fishing port of Xincun, … It’s home to the Tanka community, a group known as "sea nomads".

 

These days, instead of on boats, they live in a sprawling  offshore village built over the water.

 

Xiaohei’s family has lived here for generations.

This area is our floating village.

Life is all on the sea. The fishermen get up and feed the fish. And then drive boats to go fishing. They don’t have much to do, sometimes they are just resting. Life here is simple.

VO: But the Tanka’s ancient way of life is changing,. 

A developing tourism industry is attracting young Tankas like Xiaohei away from fishing.

There used to be a lot of urchins and starfish here. Ever since tourists came, they have almost cleared out this area.

This area has changed a lot.

A lot of them left the sea and relocated to the land. It used to be the most crowded place here.

Xiaohei’s uncle Liang and his family are trying to keep their community’s traditions alive.

 

He lives with his wife, 90-year-old mother, and three grandchildren in this house built over the water.

 

Liang used to be a fisherman.

But as he got older, he could no longer venture out to fish in the sea. 

 

He started breeding groupers three years ago.

I want to go to a better secondary school. I need to study hard. My mum said, if I study well and go to a good university, the country will give me some money. I want to save the money for my family.

For Liang and his family, making a living is never easy, but   there are even bigger threats ahead for those who remain here..

The local government is planning to demolish the floating village to make way for new tourism infrastructure. One third of it has already disappeared.

I don’t know exactly how many families were here. Maybe around 3000. Now the government is demolishing here, there are not many left...Only these parts you can see. We just heard it from the local government, but we don’t know what they will do exactly. We only know the village is being demolished. Only people from the government know what will happen. We fishermen don’t know anything.

Liang’s family face not only losing their home, but their only source of income.

 

The local government posted a demolition notice on the wall several months ago.

 

With land and property prices skyrocketing across the island, their future is uncertain.

When I was 15, I started fishing with my uncle. And when I turned 16, I began going further out to sea to fish.

Then my friend helped me get a  job here. I no longer go out fishing on the sea.

I am a Tanka, and we are familiar with the neighbourhood.

With that figure expected to be smashed this year, Hainan is already one of the most profitable duty free zones in the world.

Local governments give serious support. They try to ask foreigners, foreign companies what can make their lives here easier, what can be beneficial for their work for their business and they give really serious preferences concerning Tax.

Now we are going to the self-service area.

International schools, foreigner-only apartments, and a low 15% tax rate, are designed to attract entrepreneurs.

Beijing had such severe air pollution in 2017… we wanted to escape smog, and we wanted our daughter to live a healthier life here in Hainan.

When she went to school here, we found our lives really suit our future needs, and we could escape the great pressure of  Beijing’s educational system. We were happy and decided to settle down.

Clean air was not the only drawcard for them to move to Hainan. They want their daughter to study in an international school and play golf, an elite sport in China.

There was no high-speed railways when I first came here. Now the high-speed railway network is all over the island, connecting every city. And this place here was nearly a desert, there was nothing except a sandy beach. Now the whole beach has fully developed.

The only factor which can lead to pollution is the construction.

VO : but  the government seems to have the opposite vision. It  has already built 4 artificial islands in Hainan, and is planning more, including this one - called Ocean Flower , set to be the most expensive man-made island in the world at a cost of 24 billion dollars…

My uncle’s family are residents. They have nothing to do with tourists.He knows everything on the sea, but he doesn’t know how to deal with anything on the land.  Tanka people are not well-educated and we are not smart.
