FBI
Prior to the terrorist attacks on the World Trade centre, FBI (Federal Bureau of Investigation) agents in both Minneapolis and Phoenix had information on certain terror suspects, but were blocked in their surveillance by FBI headquarters. They passed their information to the CIA (Central Intelligence Agency), so both Agencies were aware of the info, but both ignored it. Agent Coleen Rowley suggests that if the FBI had done its job, the extent of the calamity of the 9-11 attacks would not have occurred.
